我想这个选项是错在这里,题干中并没有说这些backer曾在过去支持一项类似的提案
题干的隐含的premise是 the proposal would bring a higher level of personal savings,economist引用过去一个失败的例子—类似的提案并没有增加储蓄。所以选A

20. 我选的是A,实在想不出来为什么选B,而且觉得选B不甚合理。
按照B的原则,demolishing the houses 和rehabilitate the houses是两种方法,最后采取了前者,因为demolishing the houses如果unsatisfactory没有排除rehabilitate the houses 的可能。但推到了的房子还怎么可能rehabilitate, 题干的结果与这个原则正好相反(还是我理解反了?)
