答案是C，但我的问题是如果由when,for,VING引导的都不为主句，那么A,B,C,D都缺少主谓，为什么答案是C？

1、跟著when的句子屬於從句，主句是不帶when的部份。when引導的從句表示的是主句動作執行的時間。
比如A項，主句是comma後面的部份...lz說缺少主謂是when後面嗎？其實when後面是沒有缺少主謂的，只是因為主從句主語相同，同時從句的謂語又是be動詞，所以把“an understanding of cultural norms is”省略了。
A是錯在這個主語跟work with邏輯搭配不當。

2、for和ving引導的不為主句，hmm...它們只是修飾語，主句是帶有[subject + verb]結構的句子。
比如C項，“understanding cultural norms ”——subject，“is”——verb，comma後面的成份才是主句。
for-phrase只是作為adverbial modifier修飾主句~~

A B 错在，从句和主句的主语一致，导致了从句的逻辑错误。D 的错误在于主语，不应该是an understanding ，而且和that they grasp the pivotal business issues 做为比较对象不对等。

所以 C选项。

那是不是一句句子里有完整主谓，VING为修饰；没有完整主谓的，VING为主语？

1 when working ...谁 working ？ when 引导的clause 没有主语。2  an understanding of 和 grasping 不对应。3for the global manager 产生了歧义。4用when 引导很ackward，（这是最后需要考虑的小问题）当。。。的时候 ，才会。。。。。

of equal importance  太wordy,我发现在GMAT 句型里面 很少开头直接用代词 they,it ,those ,之类指代，如果用会使文章不够清晰。
to the global manager 位置不对，用这里感觉很怪异。

D
them指代会有问题。that they grasp the pivotal business issues.不平行。

对于C
For global managers working with overseas clients 其实不是最佳，For golbal managers who work with overseas clients 之类表述是在正确选项中最容易表述的。这个working 隐含一个意思是 这个时期正在进行的动作，所以没有一般现在时 好用。
