关于这道题的答案其实可以比较容易的排除出来的，可是这道题对应原文中的那个句子却让我百思不得其解吖：
原文16-23行说： Although this approach was preferable to victimizing other geographical areas by taking their jobs, it also had its shortcomings: high-tech manufacturing ﬁrms employ only a specially trained fraction of the manufacturing workforce, and there simply are not enough high-tech ﬁrms to satisfy all geographic areas.
其中划线句子当中有个preferable to victimizing ，为什么to后面要接个ing形式啊？我看了下OG的解释是这么说的：the introduction of high technology made it possible for local governments to stop victimizing other geographical areas by taking their jobs.
这里有个表否定的stop，可是从原文的意思来看，我怎么看夜看不出来有STOP的意思存在哦·？难道是Infer出来哒·~？
