   包括我理解成的是：二者是通过什么来“直接进行”对比的。是用什么“手段，方法，方式”来比？------A答：是用tangibility of the benefits来进行比较的。

原文明明很明确的提到了must be balanced against ... on the basis of tangible benefits.
即“in service的投资就像in production and distribution的投资一样，必须在tangible benefits的基础上与其他投资进行平衡、权衡”
而问题问的也是
“把in service的投资与in production and distribution的投资相比较”
“in terms of”在下面哪个方面

那不就相当于在“是否有直接利益”这方面进行比较吗？

A应该是最直接的可以从原文找到的答案，而C至少是需要推理一下才能得出的结论。
按照GMAT的原则，原文中有直接表述的应该是首选才对啊。
