说有一种技术，原先是实验室里面的，现在应用到医疗检测，但是会设备很贵，于是有crisis说医院为了回本儿，会让一些不需要做这种检测的病人也去做，会很costly。作者又反驳说，不用担心现在的crisis，之前有另外一个什么事儿，也遇到了crisis，照样没事儿。
问的是，作者说的话的flaw在哪儿

jj上没见过的题：moneyland has 17 casinos in a certain state, but M is outmaneauvered by Apx because Apx purchased E chain. 然后有个state law规定不能超过one casino in one county, 所以Apx sell 5 casinos to be able to purchase E chain. Even卖了5个, Apx remain having the most casinos in the state, 问削弱。选项有“有些county不允许有casino”、“Apx的casino需要资金翻新来维持将来的运营”，忘了。。。——看了很久，没太懂state和county的关系，state中可以有多个county么？
