本来我也觉得2是D读着顺,后来一想有more没有than,就选了最高级.呵呵,又上当了!

1)"by 1999",也就是说时间截止到1999这个过去时间了，并没有顺延到现在，所以不可能用现在完成时间。
2）BUT前后的时态一致多数用在指同一时期的事物发展情况，但并非绝对一致，应视具体句意来定，
这是我瞎编的一个例子，不大好，凑合的看：
he ran everyday when he was a student, but he has not run since he worked three years ago.
