the argument is the high tariff is good for controlling the unemployment rate, E presents a situation that high tariff increases the umemployment rate.

higher tax means higher price means lower sales, the amsuption is the pretax price remains the same or the percentage at which pretax price decreases is no more than that of tax increases. so the answer is D
