yes, the investment advice is real estate would be profitable and the demand would exceed supply, while choice E tells us most of the people claim buying a second house would not practically do so and the demand will not exceed the supply.

Yes, your understanding of the term "investment advice" is correct.

E is correct b/c a quarter of 85% only equals about 21%.  This number of people who are going to buy house when there will be a lot more available. As a result, the market price won't go up, and real estate investment would not be profitable.
