that means "in accordance with" 用法更正式，更严格，更多的用于法律法规条款什么的。。 i don't know "cretiria" belong to what..

I found " according to " 更多的用于主动形式

" in accordance with" 更多用于被动形式。

I will give examples:

A: He altered the contract according to his father's instruction.

B: The contract was altered in accordance with his father's instruction.

So now I see: the right answer is A.
