正答为A  我选的D  第二个划线句是ill-conceived的原因啊。。。怎么成了支持strategy的了。。。but之后才是支持strategy啊

支持LZ，我也觉得是D啊，因为第一个划线的句子是个GOAL，并不是ill-conceived；最后一句话And that is exactly why a more sensible preservation strategy would be to assist the farmers to modernize their farms to the extent needed to maintain viability，也是同样为了这个GOAL来努力的，从头到尾没有说这个GOAL本身是ill-conceived, 而是他们用来实现这个GOAL的PLAN是ill-conceived. 因为A是没啥道理的。

我也同意是D，请NN大侠们出来指点一下

我又想了想
第二个黑体句是一个条件句，表达的意思是：如果farming viable，农民就不卖地。然后后面开始阐述农民不可能remain viable，所以肯定会卖地。这样就advocate了买地的plan了 第二个黑体句就好比一个定理，下面的例子符合定理，则事实成立。所以第二个黑体句是basis。。。
这样理解D也成立
但始终觉得A也说得通。。。哎
