In place of the correct lower before fears, choice A uses an incorrect participial adjective, lowering, that could cause confusion by seeming at first to function as a verb. (动名词作名词用要慎重!) A also violates parallelism. In C and D, the use of along with confuses meaning by making fears about inflation an independent effect, not an object of lowering. D and E violate parallelism by substituting an awkward gerund clause for the first noun phrase.

用一个很简单的方法去判断:lowering rates 可以理解为降低利率,也可以理解为正在降低的利率,所以有歧义。动词加了ing,后面在代名词,那么该ing就有较强的动词性。
