答案是B

削弱的话,不需要充分削弱。

题目中说青少年的失业率会随着minimun wage的提高而升高,那么,只要反驳说就算minimun wage不变,失业率也有所提高,既说明失业率和minimun wage并无正相关关系。所以就可以起削弱了
