The lobbyists argued that because there is no statistical evidence that breathing other people’s tobacco smoke increases the incidence of heart disease or lung cancer in healthy nonsmokers, legislation banning smoking in workplaces cannot be justified on health grounds.

这题有一个问题,答案指出“原文的前提没有考虑到unhealthy people的影响”,但如果还有一个选项是说“没有考虑到二手烟对healthy people还有其它影响,如头痛等”,那个会是更好的选项呢?

If one's purpose is just to prepare for GMAT, unlike for grammar questions, for CR questions it is usually not a good idea to ask "what if?" questions. Doing so may unnecessarily complicate the thinking process and waste the crucial preparation time.

It’s better to “见招拆招”.
