应该是和for 18 consecutive years 逻辑上不匹配，former是前任的意思，要么说作为前任主席，要么说做了18年的主席，而不能说做了18年的前任主席

可以理解为 ：1，当前主席当了18年......

             2, 一个曾经工作过18年的前主席。
