可以排除BCDE.  但是A是说多数主张扩铁路的人报告说公路上不堵车是他们会经历的最大好处.   这为什么会影响公路不堵车的实现呢?   是不是我理解错a的意思了?  请教NN.

我有个想法,因为MOST OF这些80%的人投资是因为RAIL 会降低HI

GHWAY的拥挤,他们会受益,说明他们中很多不会改做RAIL,而继续使用HIG

HWAY,说明HIGHWAY上的这些人不知醒悟,那就只有继续堵起了哟
