在蓝皮书的第138页中的第10题，完整的句子应该是：The Audubon Society and other conservation groups, concerned over what they perceive as the serious threat to the environment posed by the policies of the government, are preparing for a major political effort. 

所以，posed by the policies of the government 应该是修饰 threat 的。

我也认为posed by the policies of the government只能修饰environment，但句意上似乎讲不通。
再请教这句的翻译，或许真的是修饰environment？

i think it should modify the word "threat", and thus A is not proper, since "posed by..." is used to modify environment
