127.没看答案我想找一个关于根据上面理由说为什么私立学校好的原因。对最后一句话理解挺重要：。。。。，因此，教育进步的关键（措施，理论基础）就很明显了。
而且If one looks at individual schools as separate cultures,我觉得答案如果是和individual school有关就最好了。
E答案出现了题目里面没有的强对比关系，应该尽量不选。
