Really think it is a good news for some applicants with poor test score,but still eager to study abroad.
But personally i think if you are good enough, try the application by yourself,for it is a self-growth process.

If it is for master and not MBA, that would be possible to get into TOP 100-200. I know somebody who get into LBS(MBA) with only 600 gmat and average background; and also somebody who get into US top 50 with less than 600 GMAT and TOEFL...
For top 30-50, or top 50-70, sometimes, information is more important than actual application. Last year, one of my friends get into top 30-50 gand ot full scholarship with only GMAT 650( in the third round).
Anyway, for top 20, both hardwares and softwares are very important. But as I know, H/S both leave at least 30% seats to GuanXi applicants. For example, if you donate a big money to the top school, your chance will be great even if you have not taken GMAT and toefl.
Of course, for most people who haven't such great social resource, they still have to depend on their own efforts.
