不是的,E中的not没问题。如果去掉not,意思就变成了opposition parties同意nonpartisan auditor所说的它们的project确实是wasteful,这样他们就不应该觉得project cancellation by president party是故意针对他们了。

选E的理由是:如果opposition parties认为reports by nonpartisan auditors是对的话,他们就不会认为president的cancellation是故意针对他们的了,因为这些opposition parties的projects确实是wasteful。

正因为这些opposition parties并不认为reports by nonpartisan auditors是对的,所以他们才会认为president's party的project cancellation是故意针对他们。
