The theory is:
Step 1. when country A closes out some markets for country B => B should close out markets for country A
as a result
Step 2. A will close more markets for B => the cycle continues
final result
No country has any trade with another country

The condition here is there is both country always have available markets to close out (D). Otherwise, when A closes out something, B will have nothing to close out and they will never get to step 2.
