我本来也有跟楼主一样的疑惑呢。不过现在想来觉得用了departed似乎特指一些人，那些已经实际离开的children。现在需要的是泛指，时态上大概也要“泛”一点。比如你说要孩子departed以后父母才感到relieved，我也可以说有些孩子要过几天才离开呢，父母是不是要will be relieved呢？有些孩子早就离开了，父母应该were relieved才对。所以这里最好不要钻牛角尖，既然整个句子都是在说现在的情况，所有地方就都用现在时态。
