我选的C 开始就在A C 之间犹豫,最后觉得DOT的计划是安装在1998年后生产的车,那么就想到时间的对比,98年前的车销售会受影响,所以行不通,A 好象直接反对了前提 说装置本身不安全,这样可以吗?

注意would reduce the average number of fatalities per traffic accident by 30 percent,每次交通事故中的死亡率将减少30%,是相对值,每次交通事故的死亡率和交通事故总量是没有关系的,C不对~~
