gmat prep的一个题干

The imposition of quotas limiting imported steel will not help the big American steel mills.In fact,the quotas will help 'mini-mills' flourish in the US.Those small domestic mills will take more business from the big American steel mills than would have been taken by the foreign steel mills in the absence of quotas.
这是一个问最后一句话weaken的题目,the answer is :domestic mini-mills consistently produce low-volume,specialized typeds of steel that are not produced by the big American steel mills.
最后一句:Those small domestic mills will take more business from the big American steel mills than would hava been taken by the foreign steel mills in the absence of quotas.是说没有配额限制,小企业会从大企业take更多的business,than would have been taken by the foreign steel mills 怎么理解?

刚做这道题, 我理解quotas limiting和absence of quotas是不是一样的?

‘quotas 对大钢铁公司没有益处;实际上quotas 对小的钢铁公司有好处;没有quotas 时,小公司比外国公司更多的拿到大公司的业务。’
这里很奇怪,没有quotas 时小公司更多的拿到业务=>没有quotas 对小公司有利阿
为什么文章开始说有quotas 对小公司有利,那么到底quotas到底对小公司又没有利呢?

我理解的是:在没有配额的情况下,那些小的国内工厂比一些国外的钢铁工厂更能从美国大的钢铁工厂中拿到更多的业务。

Ifthe small mills produce steel, which is different that of those big mills, the conclution is weakened. This Q is also in OG 10th,but I can not remember in which page.Hope it will help.
