1）使用to require的话，有“目的”的意思，说明their compliance with law是为了require....；
2）而requiring的话，直接修饰了laws，而这个law的内容包含了requiring devices on shrimp nets

1.prep08中讲到表示法律法规的内容时,一般用Ving；这个题就是属于这一类，turtle-excluder devices be on shrimp 就是这个laws的具体内容；如果记住这点那么对快速解题会很有帮助；
2.如果要用语法的角度来说的话，require有以下几种结构：
require that xy,
require of sb. that
require x to y.
require 也可以后面直接加名词，如：
I require perfection.
this device requires four AA batteries.

而题目中正好是属于最后一种require + n.; require to do 不是idiom，be

required to 才是，具体参考manhattan 5th SC page 170.当然如果A中的

protect是单数，那么这个选项也是ok。
