那些选择去上 college-level courses的人原的来犯罪倾向不比从监狱放出来的人少，（可能比释放出来的人的犯罪倾向多）也就是说因为上了这个课之后他们的犯罪倾向才少的。 所以这个课是有用的，而阻止囚犯原本拥有的学习college-level courses的机会，那么犯罪倾向可能又高了。所以和政府减少犯罪率的目的 背道而驰了。       不会组织语言。。。sorry

这个题主要是排除其它原因的干扰，即通过排除选择学习的人本来就比不学习的人会少commit crime这一其它原因，来证明是对的。
