1）请问D为什么不对？

2）在这个定语从句中，前面用are是为了和satellites一致，那么用part是因为后面的effort是不可数的吗？

我记得OG上有这样的题目 就是 that 和which前面有两个名词的时候 可以根据句意或者that/which后面的动词形式来判断修饰的是哪个名词。

这里D中an effort for 15 years that has subjected has的出现明显是修饰an effort，所以that没有修饰不清的错误。

但是注意that前面有两个单数名词，而且part更是主干成分。所以还是有修饰歧义。当然说这样的误解地球人都能避免，但是毕竟不明确，还是不行。
