3道题请教

包括。刚才没解释清楚。
E的核心问题在于:政府被要求这么做,但实际怎样做的,并不知道。
                 如果真这样做了,那就是“政府建新工程没有财政浪费”的假设条件。
                 但若没做,就成为不了假设条件。

1。结论:政府建新工程没有财政浪费
   假设:调整现有房屋怎么也比不上建新工程来的有效,这保证了结论推出。
   E 要确定没有其他更合适的方式才行,并没有提及“调整现有房屋”究竟是否更有效。
2。如果70年后,每年生产量递增,那么超过一半的汽车还在路上跑的原因就未必是耐久性 了。比如:70年生产1辆,90年生产10000辆,91路上跑的必超过一半!   
3。每个地方都有zoo,但不是每个地方都有水族馆。
   作为游客,自然会去自己不常去的。
