我也说说自己的理解吧。
Brochure是让大家装节水的，不但节水还能省水钱
Criticism是说装新的花的钱比节约的水钱多多了；
问的是那个能够反驳Criticism的观点。
B说的是新的不但节水，还能节约用在肥料和杀虫剂上的钱。是划算的。
其他的选项都不能反映出新的设备能省钱这点。

只有B能推出：B的意思说：传统的设施在灌溉和除草方面要花费更多的钱（所以换了新的设施自然在这部分把钱省下来了）
