无关项。人家说的是capital city

D选项的意思是说人们在1993年后帮1993年前产的车装了转换器,而不是说是1993年前人们就帮车子装转换器 注意是have had 不是 had had. 而E是列出一个使这个转换器不起作用的因素 从而解释insignificant decline.

D很简单啊！！！真不明白为神马很多人都觉得D对~
D是解释不了原文，跟原文的情况正好相反
题中说政府要求1993年后生产的新车都要装转换器
D说的是1993年前的车也装了那个神马转换器
那么结果就是尾气都能被消除，而不是少部分减少，而应该是大部分减少。
跟文中最后的现象相反。

我觉得D和E的区别就是，D算是一个很弱的观点，E很强大，足够压倒D，当然

还有C。
