求助GWD一道~~没搞懂。。。

答案是A  可我不明白原文就是说Profits from tobacco sales占revenue很重要,curtailing tobacco use会减少revenue,所以才cannot afford呀

institute the proposed law究竟是由谁来institute?不是政府吗?

文中说tabacco是政府财政收入的主要来源 所以禁止的话会影响财政收入 所以政府不能实施
答案说 所有的health centre都是政府设立的 国民生病了都要政府买单的 所以不禁止的话 生病的人多了 政府付的也多了  财政收入就受到影响啦!
