好难的问题呀!第一遍我一个答案都没看出来,回头再看的时候才选A。

政府禁止处方药涨价,处方药的销量并没有上升。但是A则是说大量代替旧药的新药上市,由于新药的价格通常比旧药高(常识),所以一样能够起到加大处方药支出的效果。 所以选A
