我知道意思应该是白宫让这个人完成某个任务,it 应该指代white house

但是这里没有任何标点，it 引出后面的部分究竟怎么理解呢？

应该是"it assigned"修饰"comittee of experts"吧，"to do a report"是experts发出的动作

I think "it..." modified the "comittee of experts".
