而且逻辑是说为了辞掉一个人需要付很多钱，员工知道这很难所以变得懒散，于是

我们的政府很没有效率
但是没有说辞掉一个人的条件是懒散，这两件事之间没有因果关系

3是錯在most上了，有可能少部份是civil service employee一樣可以導致inefficient

我也有问题，为什么3：Most government workers are Civil Service employees不能算啊？

我想的是员工既然都知道被开除其实很难，所以他们就变得很松懈。实际上他们这样是完全可以被开除的，所以可以推出B来。
不知道我这样对不？
