关于OG12 133中protecting的问题。

OG解释说不能用to require是因为让人误以为laws的目的是在捕虾网上安装turtle-excluder devices，但实际上是为了protect turtles。那如果将is protecting改成to protect，是不是更好？

我刚复习GMAT的语法部分，我也不理解这个题目，WHILE her career was in her prime是不是意思是当她的工作在它的全盛时期呢？

is protecting强调了当前说本句的时刻该compliance已经在保护海龟了。
（上礼拜他们）说他们对某某法规的遵守在这个礼拜已经开始保护海龟了。
