题意应该是：该市有二种交通方式，highway and rail way. 计划通过rail way expension来分流highway的交通，A选项表明，大部分的市民希望计划完成后less congestion during their highway commute， 就是说大部分市民都不想去走rail way， 所以根本不分达到分流的效果，也就不会减少high way的congestion.
