at present指开会时，但是在开会时并未达到北海并不一定就意味着将来不会达到。
本题的核心是过度管理，所以不过度管理的方式就是指管理那些会产生环境污染的东西。

有人能解释为什么D是错的马。。
如果还要去管理那些根本还没有到达NORTH SEA 的物质，不也是管得太多了吗？

答案是B吧。

要治理environmental threats to the North Sea，先从quality of effluents，lz注意这句话：whether or not specific environmental damage could be attributed to a particular source of effluent；连是否有specific enviromental由effluent引起都不能明确，更别提 reaches the North Sea 了，D答案我觉得有没有at present都是错误的答案；

所以为了避免过分严格的control，只要能控制effluent里面确实能引起enviromental damage的物质就可以了（B),是否largest(C)都无关；
