so as to应该是单一主体，而so...that可以是两个不同的主体。
单一主体时，so as to比so ... that简洁，所以选so as to。 当时多个主体时，就必须用so ... that了

so...as to     意思上类似于so...that，只能用语简单的系表结构，逻辑主语需要和句子主语一致，且不能倒装用


     so...that用法很广，包揽一切脏活累活

         意思上so ...as to和so as to是有区别的，而且，现有的题目中so as to连用都错
