我看OG上解释的是A中The balance of opinion 没有涉及，没有信息可以

推断出，所以不能得出该结论。
                         B中说只要有international opinion 就可以了，

但文章明确说明需要BOTH international opinion and ability to prevent

goods from entering or leaving 所以不能得出这个结论（另外我认为该答
