意会这句话就行了，要不是government‘s huge budget deficit，那个预言不会负面影响dollar

哦 是个虚拟语气倒装。
如果没有大规模政府赤字，那个prediction不会对dollar有负面影响。而想阻止进一步的dollar贬值，赤字就必须减少。
