C says all the weak retailers were eliminated in the first year. Therefore, whoever left standing in the second year are all strong retailers.

This is a paradox question, for which you need to find an

explaination.

Therefore, the right answer HAS to explain the situation in both the

first year and the second year.  So the answer has to touch both

years in order to be correct. D only describes the second year.
