关于whether or not用法

如题：

关于这道题prep2008语法有解释：
1.    agree that…but that…，宾语从句的平行that不能省，使句子更加清晰。
2.    need做实意动词的用法是：
need (sb.) to do sth；
need sth for sth；
sth needs n./doing/to be done(接名词性成分)；
3.    whether or not的使用：
在引导宾从的时候只能够用whether，而不能加or not，否则累赘；
在引导状从的时候必须加上or not，即whether or not。
4.    precede的惯用搭配是：A preceded by B（意思为B先进，然后A进）。

这道题不就是选C么？我的疑问是C中的时态为什么是现在时？agreed后面的从句不应该都应该和agreed这个过去时段保持一致？还是因为这里是事实？但不是很明显啊？求大N解释！

考的包括：but后面要不要that引导从句、表示目的用for doing和to do、whether（or not）、平行结构中，后面的be动词要不要省略。

总之我认为c是综合各种条件之后的最佳。

这里我觉得考的是is的用法。没有is会有歧义的，会有误解为is结构以后的比较。whether or not 这个我我以前貌似听到过新东方有这么一说。但是在Manhattan上面54页有whether to do something or not的用法。个人认为or not是简洁原则，非correctness原则。简洁原则次于correctness原则。个人理解。等待大牛更正

选B吗？？我从第一直觉认为应该有个that引导，所以我的判断是CDE来进入下一轮。
