这句解释我不明白,我还以为是从 never上看出要用完成时态的,可是为什么og的解释说,是从is required看出呢?

它是说谓语has never been applied 值得是一段时间(从the writing of ...倒现在)而不是指过去的事件,is required 表明the provision 仍然实施着
