budget deficit高并不能引起trade deficit高。否则的话，最大的budget deficit会导致最大的trade deficit。事实上，当把赤字标准化用来比较，也没有发现类似的关系。（such correlation指的就是第二句，即说了半天，只有第一句才是关键。）

Infer题肯定用排除法。（排除无关项）

只是A, B, D比较容易。

可以这么理解：

topic:        A high -/-> B high <=> A,B don't have correlation with regard to number

solution:    reduce A -/-> reduced B <=> A,B no such correlatioin
