安装费是一次性的,是小头。就算cleaning装置装起来多花些钱也多不到哪里去。
何况cleaning装置还比filter装置便宜。装置本身的费用显然是要比安装的费用多的。
这些都是经济生产里的常识。

真正决定了能不能省钱的往往是设备装好后的日常运行费用。

只是说出新PLANT和旧PLANT的安装费用对比,突出的是新旧厂,这个也不能说明结论啊

i think C is the best answer

the passage told us that there are two methods to prevent the emission of sulfur dioxide and that to remove the pollution chemically is less expensive for new plants than to filter it.

we are asked to identify how new plants could save money

A 、B、D and E are obviously irrelevant to the question
