我怎么觉得这两个condition都行啊？

这题的答案，取决于3n、m、13n有没有公约数，如题所设是有的。比如m=6或者m=9时，就和3n有公约数。因此只有条件2是充分的，条件1不充分。

举例：m=6，n=22，则3n=66，可以被平均分配到6个房间，但22个学生不能被平均分配。
