If the county continues to collect residential trash at
current levels, landfills will soon be overflowing and
parkland will need to be used in order to create more
space. Charging each household a fee for each pound
of trash it puts out for collection will induce residents
to reduce the amount of trash they create; this charge
will therefore protect the remaining county parkland.

drawing the conclusion above?
(A) Residents will reduce the amount of trash they

我看到有人说选C不选A的原因是因为:检验假设最好的方法就是取非,对A取非并不能削弱结论。
但是,我觉得,结论是因为有fee,大家减少了垃圾,所以parkland就保存下来了。对A取非是大家不会减少垃圾的数量。这不正好就削弱了结论吗?
那A哪里错了呢

我理解下来,

A选项只是对原文里的 Charging each household a fee for each pound of trash it puts out for collection will induce residents to reduce the amount of trasg they create;这句话的补充而已,就是A只是这句话的原因而以,而并不是额外的assumption。貌似是多余的。
