而且我还觉得就算是until almost 1900是修饰后面的句子，句子的意思也是不对的，因为这样的话句子的意思就是说直到1900的时候，scholars and critics 还没有began to *****，和原文意思不一样......

原句是否定句的时候，until必须放在not后面，构成词组not until~until单独放句首时是

引导肯定句的。
not until在这个时候也可以倒装，不过were to时态不对
