Efforts are under way to restore biological diversity in that country by restoring some destroyed wild habitats and extending some relatively intact portions of forests. Efforts are under way to restore biological diversity in that country. 说的是这要达到的结果。

by restoring some destroyed wild habitats and extending some relatively intact portions of forests.说的是要达到结果要采取的方法,但这种方法缺乏证据支持。

However, opponents argue that these efforts are not needed because there is still plenty of wildland left. 是反对采用这种方法的理由。

最终的结果就是要达到restore biological diversity,而D强调了如果没有通过前面所说的方法,就无法达到restore biological diversity这个结果。所以weaken了后面反对者的理由,加强了前面采用方法的正确性。

不知我的解释是否能理解。
