我觉得这句话所讲的主要内容发生在过去或者刚发生，而动词reflect指的是一种客观的反应，就像appears, indicates一样，所以用过去完成时还是有道理的。。。不知说得对不对

问大家一下，为什么A选项里要用过去完成时 the recession that many had feared earlier in the year 呢？不是说过去完成时表示过去的过去，一般都是与过去时一起用的吗？这里的时间状语earlier in the year也该没有体现出来是过去的过去吧~~

RATHER后面的to一定要省  所以 bd错
c里面 instead 后面加了to  和大结构矛盾  错
e里面 with结构更不对了  而且recession用了一个被动的定语从句去修饰   有主动有被动的
