我觉得E更靠谱啊，根据意思，引起灾难性效果的应该是收税这件事情，而不应是proposal，提个建议而已

不会有啥后果呀，所以主语应用taxing才对呀

whatever its mertis 和 if enacted都是插入语，一般先去掉再做题。如果选DE的话，

taxing。。。和to。。。都不能跟Have（谓语）连接。所以选A。
